It took 53 days.... but Twister can be haltered!
Haltering means he's comfortable with my arms around his neck, fiddling with ropes by his face, some pressure and restriction from the halter and will stand (mostly) quietly to put it on and take it off. He even did it without his emotional support horse (the big lug was kind of in the way after a while). Twister has certainly turned the corner in his comfort level with me.
